Executive Summary
Position Title: Chief Transport Operations Officer
Reporting Line: Chief Executive Officer (CEO)
Location: Kigali Head Office
Contract Type: Full-time

The Chief Transport Operations Officer will serve as a principal architect of RITCO’s operational success. Reporting directly to the CEO, the successful candidate will assume full oversight of the Transport and Technical Department. This role demands a leader capable of balancing operational efficiency with strategic expansion into both rural and urban markets.
Strategic Responsibilities
The appointee will be entrusted with the following core mandates:
1. Operational Leadership & Policy Development
Departmental Oversight: Provide comprehensive leadership for all activities within the Transport and Technical Department.
Policy Formulation: Develop, implement, and enforce transport policy procedures manuals to ensure standardized operational excellence.
Budgeting & Planning: Formulate the annual work plan and departmental budget, ensuring alignment with organizational goals.
2. Strategic Expansion & Fleet Management
Route Optimization: Conduct feasibility studies to identify profitable routes in high-population zones and oversee the strategic deployment of the bus fleet.
Compliance & Safety: Enforce strict adherence to safety regulations, specifically ensuring the effective installation and utilization of speed governors across the entire fleet.
Business Development: Prepare competitive bids for new routes and project future demand to guide fleet acquisition strategies.
3. Stakeholder & Personnel Management
Regulatory Liaison: Maintain high-level collaboration with key stakeholders including MININFRA, RURA, and RTDA to ensure compliance with evolving transport laws and guidelines.
Talent Management: Spearhead recruitment for the transport department, design performance contracts, and conduct annual staff performance evaluations against set targets.
Candidate Profile & Qualifications
To effectively discharge the duties of this office, candidates must demonstrate the following qualifications and competencies:
Academic Background: A Master’s degree in Transport Planning, Economics, Human Resources, or Public Administration.
Professional Experience: A minimum of 5 years of progressive experience within a public transport company.
Key Competencies:
Leadership: Proven ability to manage teams and execute complex operational strategies.
Analytical Skills: Strong capability in forecasting, feasibility analysis, and route planning.
Communication: Fluency in English is mandatory.
Technical Knowledge: Understanding of transport operations and mechanical aspects is considered a significant asset.
